KERA Coffee Schemes

Overview

The KERA Coffee Schemes aim to improve productivity, sustainability, and profitability for small and medium coffee growers in Kerala. Through targeted financial support and technical guidance, the project covers three major areas: Replantation, Irrigation/Water Augmentation, and Eco-Certification.

🔹 1. Coffee Replantation Support Scheme

Scheme Type:

  • Financial Grant for Replanting old/senile Robusta Coffee Plantations.

Eligibility Criteria:

  • Indian citizens, including individuals, corporates, cooperatives.
  • Maximum limit: 10 hectares per year per holding.
  • Replantation allowed for Robusta coffee plantations aged 40 years or more.
  • If interlined with new plants, old plants must be removed after one harvest.
  • Arabica to Robusta conversion is not supported at altitudes above 1100 m MSL.
  • Mixed cropping farms: subsidy calculated pro-rata based on number of plants.
  • Minimum spacing requirement: 1000 plants/ha at 10x10 ft spacing.
  • Mechanized-friendly planting designs encouraged.

Training / Technical Requirements:

  • Before receiving assistance, the grower must: Enroll in and complete mandatory training sessions conducted by the Spices Board. Training includes best practices in replanting, use of certified planting materials, soil preparation, spacing, and climate-resilient cultivation.
  • Technical Feasibility Report (TFR) and Field Visit by KERA Field Officers (KFOs) and Joint Liaison Officers (JLOs).
  • Guidance on clean planting or interlining.
  • Varieties supported: S274, CxR.
  • Advised spacing: 10x10 ft or 9x9 ft.
  • Cost estimation required for planting material, labour, etc.

🔹 2. Coffee Irrigation Support Scheme

Scheme Type:

  • Financial Assistance for Irrigation & Water Storage Infrastructure

Eligibility Criteria:

  • Coffee landholding between 0.4 to 10 hectares.
  • Grant allowed for:
  • Water harvesting structures (e.g., tanks - pucca or below ground)
  • Irrigation systems (sprinklers, drip)
  • Grant can be used for both tank and irrigation equipment together or separately.
  • Not eligible if similar grant already availed under Coffee Board in the last 3 financial years.
  • Infrastructure can be created in grower's land or nearby land owned by immediate family (with consent letter).

Training / Technical Requirements:

  • Before receiving assistance, the grower must: Enroll in and complete mandatory training sessions conducted by the Spices Board. Training includes best practices in replanting, use of certified planting materials, soil preparation, spacing, and climate-resilient cultivation.
  • Submission of: Self-prepared plan, estimate, and sketch. Proforma invoice for equipment.
  • Field visit by KFOs and JLOs for verification.
  • Geo-tagged photo reports and Feasibility Report mandatory.
  • Civil work must be verified and certified by LSGD Overseer/Certified Engineer.

🔹 3. Coffee Certification Support Scheme (Eco-Certification)

Scheme Type:

  • Reimbursement of cost for organic/environmental certification of coffee holdings.

Eligibility Criteria:

  • Individual growers (up to 10 ha) or groups like FPOs/FPCs.
  • Must obtain certification from NPOP-accredited agencies, or international standards (EU, NOP-USA, JAS-Japan).
  • Certification must be completed within the scheme period.
  • Collective applicants must submit registration certificate, byelaws, member list, resolutions, and ownership proofs.

Training / Technical Requirements:

  • Before receiving assistance, the grower must: Enroll in and complete mandatory training sessions conducted by the Spices Board. Training includes best practices in replanting, use of certified planting materials, soil preparation, spacing, and climate-resilient cultivation.
  • Certification must be validated by uploading: Copy of certificate,Invoice for certification fees
  • KFOs and JLOs will:Conduct field visits,Capture geo-tagged photos,Provide Technical Feasibility Report
